HMRC are introducing a "name and shame" policy to coerce taxpayers to come clean about their tax irregularities. In essence if you tell them before they find you then they will not publish your settlement.   In Ireland this system has been in existence for over 20 years.  It is embarassing, a security risk and the biggest fear the Irish have of the Revenue.

Three years ago the policy was dismissed as offending Human Rights in the UK but officials, frustrated at the low take up of the earlier Offshore Disclosure scheme, have decided to risk the challenge in an effort to encourage participation in the New Disclosure Opportunity.
